1) Low socioeconomic status - police do not do anything to help people of low socioeconomic status, which could instead be solved by universal basic income, government provided housing, etc. Education access goes along with low socioeconomic status.
2) Substance abuse - substance abuse is a health problem, not a criminal problem. Police and prisons do not help people with substance abuse problems in any way, and instead make their problems worse the majority of the time.

4) Family instability/peer influence - family instability is likely to be caused by low socioeconomic status and mental health problems, both of which the police do not help. Peer influence is also exacerbated by the same causes as well.
